I got called on the carpet today for having my department so short of staff, because that has led to us to being somewhat thin on product.

Of course, for some time we (that is, the department managers) have been told that we need to keep our staffing low because economy+normal summer doldrums will bite us if we don't keep expenses down. Somehow, despite getting all the same emails as the other managers and being in all the same meetings where this was discussed, I was supposed to know that this didn't apply to me and I needed to hire more people, stat.

Why can't I get through even one day without being reminded how much I fail?

This does not seem to be your failure at all. Now that you are allowed to hire more people, and maybe you should get it in writing what staffing level you are allowed, hire those people and get some more time for yourself (once they are trained, of course).
